Members of the Linqing CPPCC (Chinese People’s Political Consultative Conference) keenly identified these pain points. Proposals by members such as Cai Yuquan, advocating for “resource integration and platform development,” and Xiang Xiaodong, urging “attracting top-tier players and establishing industrial parks,” charted a course for transformative change.

Emerging as a timely solution, the “Bearing Intelligent Manufacturing · Sector Synergy Hub” zeroed in on the critical need for industrial chain integration. It dismantled invisible barriers among enterprises, seamlessly linking the expertise of CPPCC members, corporate demands, and government resources. Under the leadership of key member Liu Qihui, a cross-departmental collaboration involving industry, information technology, and development reform agencies culminated in a landmark initiative: the establishment of “Cloud Bearing Connect”—a digital economy headquarters for China’s bearing industrial chain—in partnership with CITIC Cloud Network and over 200 local bearing enterprises.

“More than a service platform, this is a transactional nexus,” Liu Qihui emphasized. “Cloud Bearing Connect” offers one-stop solutions, including centralized procurement, unified sales, shared logistics and warehousing, and supply chain financing, revolutionizing the erstwhile siloed operations of individual firms.

Policy briefing sessions adopted an innovative “field research + problem identification + policy guidance” format, enabling direct dialogue between experts from development reform and industry bureaus and corporate representatives. Targeted consultations addressed pain points such as talent recruitment and applications for technology center accreditation. “Previously, we struggled to navigate policy incentives. Now, with clear directives, we’re ready to mobilize our R&D team,” remarked one participant. The hub swiftly responded, facilitating the launch of bearing-related disciplines at three vocational institutions, including Linqing Industrial School, thereby creating a sustainable local talent ecosystem.

A groundbreaking “public-sector employment + corporate service” recruitment model was introduced. Hub members collaborated with authorities to scout talent from specialized institutions like Henan University of Science and Technology’s Bearing College. This year, three public-sector recruits joined core R&D projects, injecting fresh innovation momentum into enterprises.

Amid Linqing’s industrial modernization wave—”machines replacing labor, equipment upgrading cores, production lines revamping”—the hub’s members were ubiquitous, delivering precision support. Today, CNC (computer numerical control) equipment adoption in Linqing’s bearing enterprises exceeds 95%. Once a fragmented and low-tech sector, the industry is now advancing as an integrated, intelligent, and modern cluster, characterized by “comprehensive chains, full functionality, and dynamic vitality.”

From unclogging supply chain bottlenecks to igniting the talent engine and driving intelligent manufacturing, every hub initiative has pinpointed industrial pain points, translating consensus into tangible progress. “The hub’s practices vividly exemplify the CPPCC’s role in platform-building, cross-department synergy, and enterprise-driven industrial chain consolidation,” remarked Qin Rongju, Linqing’s Equipment Manufacturing Chain Leader and CPPCC Chairman. “Through this platform, we will foster a collaborative, efficient, integrated, and seamless green ecosystem for industrial development, empowering enterprises to forge connections, gain momentum, and chart their futures.”
