Implementation Opinions on High-Quality Development of Linqing’s Bearing Industry (2025-2026)

I. Guiding Principles

Guided by the Thought of Socialism with Chinese Characteristics for a New Era, we will stand at a new stage of development, implement new development concepts, and integrate into the new development pattern. In line with the requirements of promoting China’s industries to move up the global value chain and cultivating several world-class advanced manufacturing clusters, we will take high-quality development as the direction and use industrial parkization, high-endization, branding, digitalization, greening, and internationalization as the key measures to optimize the structure of Linqing’s bearing industry, enhance innovation capabilities, and build an advanced bearing industrial cluster with a reasonable spatial layout, distinct industrial characteristics, rich innovation elements, strong product competitiveness, and integrated development of large, medium, and small enterprises, as well as a high level of openness. We will strive to transform Linqing from a major bearing city to a strong bearing city.

II. Development Goals

By 2026, the sales revenue of large-scale bearing manufacturing enterprises in the city will reach 6.5 billion yuan, and the sales volume of the bearing market will reach 45 billion yuan. We aim to have 160 large-scale enterprises, cultivate 15 leading enterprises with annual sales exceeding 100 million yuan in the sub-industry, and strive to create more single-champion enterprises. We will implement a high-growth enterprise doubling plan, and by 2026, the number of high-tech enterprises and specialized, refined, distinctive, and innovative enterprises in the bearing industry will reach 110 and 100 respectively. We will cultivate more than 15 provincial and municipal-level innovation and entrepreneurship platforms such as enterprise technology centers and key laboratories, and add more than 40 new invention patents.

III. Development Measures

(1) Expand Space through Industrial Parkization

1. Accelerate the construction of bearing industrial parks. First, build a number of new bearing industrial parks. By 2026, plan and construct 3 to 5 bearing industrial parks with reasonable layout, precise positioning, and clear division of labor to further gather the development momentum of the industry. Second, optimize and upgrade existing bearing industrial parks. Make good use of the star rating evaluation “command stick” for parks, increase publicity and reporting efforts for high-star parks, and give preferential treatment in terms of element indicators. Guide parks to build empowerment centers, improve infrastructure, and enhance public service functions, helping enterprises within the parks enjoy services such as product inspection, quality training, certification and accreditation, and brand cultivation, and promoting the high-quality development of bearing enterprises in the parks.

2. Strengthen land element guarantee. Implement the allocation mechanism of “land elements following projects”, and use the actual and effective landing of bearing projects as the basis for configuring planned indicators. Actively coordinate with towns and streets and relevant departments such as development and reform, and promptly adjust the pre-allocated indicator plans for bearing industry projects newly included in the provincial major, provincial key industrial, provincial key foreign investment, and provincial key digital economy project libraries, providing good land element guarantees for the development of bearing industry projects.

3. Take multiple measures to revitalize low-efficiency land in the bearing industry. Do a good job in the compilation of special plans and annual implementation plans for the redevelopment of low-efficiency land in the bearing industry, implement differentiated land use policies based on “output per mu”, vigorously promote the supply of “standard land”, and cooperate with administrative approval departments to explore the “start construction upon obtaining land” model for projects, ensuring the smooth start of construction for bearing enterprises and providing more land resources support for the high-quality development and transformation and upgrading of the industry.

(2) Empower and Upgrade through Digitalization

4. Improve digital infrastructure. Enhance the quality of 5G coverage in the main concentration areas of the bearing industry, increase the coverage of gigabit networks, build high-quality external public networks, and lay a solid foundation for the digital development of the industry. By 2026, the number of 5G base stations is expected to reach 1,500. Support industrial internet platforms such as Yunzhulian, Zhongzhulian, and Yanzhulianke to deeply cultivate the bearing industry and grow stronger, and accelerate the promotion of more industrial internet applications.

5. Enhance data support capabilities. Accelerate the classification and grading of data and the integration of informatization and industrialization in bearing enterprises, promote the implementation of the DCMM (Data Management Capability Maturity Model) and the assessment of the integration of informatization and industrialization, and comprehensively enhance the data management capabilities of bearing enterprises. Relying on the secondary node of the industrial internet identification resolution system for the bearing industry, we will guide bearing enterprises to register and use identification codes. By 2026, we aim to achieve 4.5 million registered identification codes and 150,000 daily resolution requests.

6. Accelerate the integration of digital and physical economies and cultivate the digital economy. We will carry out the “Hundred Enterprises Technological Transformation Promoting Hundred Enterprises Transformation” activity, promoting full coverage of technological transformation in large-scale bearing enterprises and continuously enhancing the digitalization level of bearing enterprises. By 2026, we aim to drive over 100 bearing enterprises to carry out digital and intelligent transformation, and complete the full coverage of supply and demand matching for technological transformation in large-scale enterprises. We will encourage the research and development of lightweight and easy-to-deploy cloud software products and digital transformation solutions for production lines, accelerating the migration of business systems such as research and development, production, and management of bearing enterprises to the cloud, and promoting the digital transformation of bearing enterprises. By 2026, we aim to cultivate 3 provincial-level intelligent manufacturing benchmark enterprises, provincial-level smart factories, digital workshops or intelligent manufacturing scenarios, and have 40 enterprises in the Morning Star Factory cultivation list.

7. Build a digital bearing industrial park. Focusing on the Yandian Bearing Intelligent Manufacturing Town, Fenghuolun Digital Empowerment Demonstration Park, and Zhichuang Future Industrial Park, we will create full-scenario digital economy parks and other carriers. We will adopt the “Industrial Internet + Park (Cluster)” model, develop new models such as collaborative manufacturing and flexible production, and cultivate complete industrial internet parks and digital economy parks to attract small, medium, and micro enterprises to develop within the parks and clusters. We aim to have 6 digital economy parks by 2026.

(3) Lead innovation with high-endization

8. Cultivate high-tech bearing enterprises with both quantity and quality. We will establish a full life-cycle cultivation system for technology enterprises, annually screening about 15 high-growth technology-based bearing enterprises with good innovation foundations and development potential, and including them in the high-tech enterprise cultivation reserve for meticulous support, accelerating the cultivation of high-tech enterprises. By 2026, we aim to have 110 high-tech bearing enterprises and 135 technology-based small and medium-sized enterprises. We will provide key support to high-tech bearing enterprises with strong innovation capabilities, promoting them to become innovative leading enterprises. We will deeply implement the action for the listing of science and technology enterprises, promoting high-quality high-tech bearing enterprises to go public and raise funds.

9. Support bearing enterprises in participating in the construction of technological innovation platforms. We will support bearing enterprises in laying out and building national, provincial, and Liaocheng municipal-level key laboratories, technological innovation centers, and enterprise technology centers and other technological innovation platforms, promoting the improvement and expansion of enterprise research and development institutions. We will encourage leading backbone enterprises to build open-source and open public platforms. By 2026, we aim to add over 15 provincial and municipal-level innovation and entrepreneurship platforms.

10. Encourage bearing enterprises to increase R&D investment. We will fully implement tax and fee preferential policies such as pre-tax additional deductions for R&D expenses and income tax for high-tech enterprises, establishing a mechanism closely linking the allocation of scientific and technological resources with the actual performance of R&D investment, and stimulating the intrinsic motivation of bearing enterprises for innovation investment. We will guide bearing enterprises to increase R&D investment, and by 2026, the proportion of bearing enterprises with R&D activities among large-scale bearing enterprises should remain above 90%.

11. Enhance the technological innovation capabilities of bearing enterprises. We will guide bearing enterprises to strengthen cooperation with universities and research institutions in industry-university-research collaboration, carry out joint research and development, and accelerate the resolution of key technological problems restricting the development of the bearing industry, improving the level of industrial development. We will select and implement a number of major scientific and technological research projects each year, and actively apply for major scientific and technological research projects at the municipal level and above. We will implement the first-of-a-kind (set) improvement project for the bearing industry, promoting the application of a number of innovative products such as first-of-a-kind (set) equipment, first batch of materials, and first version of software independently developed by technology enterprises each year.

(4) Accelerate transformation with branding

12. Enhance the quality and brand awareness of the bearing industry. 13. Promote the tiered cultivation of bearing enterprise brands. According to the requirements of various brand honors such as the “Mayor’s Quality Award”, “Good Products of Shandong”, and “High-End Brand Cultivation Enterprises”, promote the brand development of bearing enterprises in a tiered manner, and make the “Linqing Bearing” regional brand well-known. Organize various brand quality improvement training activities to enhance the enthusiasm and initiative of bearing enterprises, and strive to add one provincial-level or above brand each year. Continue to hold the Linqing China Bearing Exhibition and make it a nationally renowned exhibition.

14. Strengthen the innovative application of intellectual property rights. Establish the “Linzhi Pioneer” intellectual property rights service team, and coordinate the incentive policies and talent advantages of the municipal science and technology, industry and information technology, and market supervision departments to carry out intellectual property rights policy publicity activities. Organize the selection of high-quality patents in the city. Build a fast-track for patent pre-examination. Continue to deepen the connection between banks and enterprises, and promote the implementation of the “enterprises in the park, benefits for enterprises” pledge financing. Promote the implementation of patent navigation projects. From 2024 to 2026, the annual growth rate of authorized invention patents in the bearing industry should be over 15%, and the annual growth rate of high-value invention patents should be over 18%.

15. Deepen the leading role of standard innovation. Deeply carry out standard innovation work in enterprises, and select bearing enterprises with advantages in standardization for key cultivation. Connect with various levels of standardization technical committees, and strive for more enterprises to participate in the formulation and revision of standards, occupy the standard high ground, and master the industry’s discourse power. Invite relevant experts to conduct standardization training activities to help enterprises establish and improve standard systems. In the next three years, complete the participation in the formulation and revision of one national standard each year.

(V) Realize transformation through green development

16. Accelerate the construction of a green manufacturing system. Plan to carry out carbon tracking, carbon footprint, and carbon accounting work in the bearing industry, and formulate feasible carbon reduction strategies for bearing enterprises. Adhere to the path of green, low-carbon, and circular development, promote the improvement of energy and water efficiency in the bearing industry, and play the role of energy and water efficiency benchmark levels in driving and leading with benchmark levels. Actively cultivate energy and water efficiency “leaders”. Guide bearing heat treatment enterprises to adopt waste heat recovery and low-carbon, high-efficiency heat treatment equipment, optimize heat treatment processes, and improve the green manufacturing level of the heat treatment link. Encourage new, renovated, and expanded heat treatment processes to use electricity instead of natural gas to reduce pollutant emissions.

17. Actively promote clean production. Encourage key bearing enterprises to carry out clean production, accelerate the transformation of clean production technology, and promote the all-round and full-process green transformation of bearing enterprises. Vigorously develop the circular economy, promote resource conservation and comprehensive utilization, and improve the resource utilization efficiency of the bearing industry. Accelerate the construction of a green manufacturing system, explore innovative service models for green diagnosis, and cultivate a number of green factories, green parks, green products, green supply chains, and green design demonstration enterprises in the bearing industry. By 2026, strive to add more than three municipal-level or above green manufacturing demonstration units in the bearing industry.

(VI) Drive going global through internationalization

18. Support bearing enterprises in expanding the international market. Organize no less than 60 bearing enterprises to participate in international exhibitions such as the Hannover Messe in Germany, the Canton Fair, and the Shandong Machinery and Electrical Export Commodity Exhibition each year, and provide subsidies for the booth fees and transportation fees of participating enterprises. Increase policy efforts, actively communicate with higher authorities, and accelerate the inclusion of the Yandian Bearing Market in the national market procurement trade pilot program.

19. Promote the construction of overseas warehouses and increase the overseas layout of the bearing industry. Copy and promote the successful experience of the “Provincial Cross-border E-commerce Public Overseas Warehouse” and “Brand Exhibition Center” of Xintengwei and Chengxin Economic and Trade. Guide leading bearing enterprises with conditions to layout overseas warehouses. By 2026, build 1-2 provincial-level cross-border e-commerce overseas warehouses. Support bearing enterprises to set up parks, marketing centers, etc. in key overseas markets through cooperation or self-construction, improve marketing and after-sales service systems, smooth domestic production and overseas sales, overseas production and overseas sales and other channels, and promote the integration of international and domestic industrial chains.

20. Cultivate comprehensive foreign trade service enterprises, build foreign trade trading platforms, and assist the bearing industry in entering the international market. Cultivate state-owned foreign trade platforms such as Shandong Yitong and Yanzhou Yunke to improve comprehensive foreign trade services. By 2026, strive to build 1-2 comprehensive foreign trade service enterprises, serving more than 50 enterprises, providing services such as customs declaration, tax refund, and financing for bearing enterprises, and providing convenient services for bearing enterprises to go global. Encourage the establishment of cross-border e-commerce trading platforms through self-built vertical platforms, independent stations, etc., and use big data, artificial intelligence, cloud computing and other applications to provide information release, demand matching and business opportunity recommendation for enterprises’ cross-border trade, investment and project cooperation, strengthen the brand effect of Linqing bearings, and achieve large-scale exports through foreign trade trading platforms.

IV. Guarantee Policies

(1) Establish a work coordination mechanism

Led by the high-end bearing industry chain working group of the city, it undertakes the daily work of the coordination mechanism, and reports major matters to the municipal committee and the municipal government in a timely manner. The departments of the municipal industry and information technology bureau, development and reform bureau, finance bureau, commerce bureau, human resources and social security bureau, market supervision bureau, tax bureau, and Linqing Branch of the Liaocheng Ecological Environment Bureau will cooperate. All units should stand at the height of supporting the real economy and supporting the development of Linqing’s manufacturing industry, and study and formulate policies and measures for accelerating the development of the bearing industry in accordance with their duties. Encourage Tangyuan, Yandian and Panshuang towns to establish corresponding coordination mechanisms for the development of the bearing industry.

(2) Implement tax and fee preferential policies

Support qualified bearing enterprises to enjoy preferential policies such as additional deductions for research and development expenses and accelerated depreciation of fixed assets. Implement policies to reduce social insurance rates and support bearing enterprises to apply for stable job subsidies in accordance with regulations. Support qualified bearing enterprises to participate in power market transactions.

(3) Consolidate talent support

Implement the project of improving the comprehensive quality of entrepreneurs, organize a number of key bearing entrepreneurs to conduct comprehensive training every year, and expand the development vision of bearing enterprises. Focus on organizing young bearing entrepreneurs to participate, especially the “second generation” and “third generation” of bearing entrepreneurs. Encourage bearing enterprises to introduce high-level talents, and provide corresponding support to high-level talents who meet the “35 Policies for Talents” of Liaocheng City in accordance with regulations. Encourage bearing enterprises to carry out industry-education integration with vocational colleges such as Liaocheng Vocational and Technical College and Liaocheng Technician College, and vigorously promote order-based talent cultivation. Organize and hold bearing skills competitions, and give vocational skills recognition to the winners.

(4) Strengthen assistance and support services.

Build a systematic government-enterprise communication platform, establish a long-term service mechanism, implement the “Enterprise Far Voyage” system, continuously guide and assist bearing enterprises to solve problems encountered in production and operation, and do a good job in tracking services in terms of element guarantee, market expansion, financing services, project approval, etc., to promote the transformation and development of bearing enterprises.
